Georgia DCA allocates $103 million for homeowner storm recovery program

The Georgia Department of Community Affairs (DCA) has allocated $103 million to the Homeowner Rehabilitation and Reconstruction Program (HRRP), aiming to assist homeowners affected by Hurricane Idalia, Tropical Storm Debby, and Hurricane Helene during 2023 and 2024. The program is funded through Community Development Block Grant–Disaster Recovery (CDBG-DR) funds from the U.S. Department of Housing and Urban Development.

Since its launch in July 2025, more than 3,000 surveys have been completed and over 1,130 full applications submitted for assistance. The HRRP supports eligible homeowners by providing resources for the rehabilitation, reconstruction, replacement, or elevation of storm-damaged homes, including both traditional housing and manufactured homes.

To begin the process, homeowners must complete a pre-application survey available online at georgiahrrp.com or by phone at 678-233-2590 on weekdays between 8 a.m. and 5 p.m. All impacted homeowners are encouraged to participate in the survey regardless of whether repairs have already been made or if they are uncertain about their eligibility. Those who have previously completed the survey do not need to resubmit it.

Eligibility requirements include owning and occupying the damaged home at the time of the disaster, maintaining ownership through final inspection, using it as a primary residence during the disaster period, residing in one of HUD-recognized disaster-declared counties, and having an eligible home type such as single-family homes, owner-occupied duplexes, mobile homes, or condominiums. Applicants meeting these criteria may be invited to submit a full application after initial screening.

The program covers several counties across Georgia including Appling, Atkinson, Bacon, Ben Hill, Berrien, Brooks, Bryan, Bulloch, Burke, Candler, Chatham, Clinch, Coffee, Colquitt, Columbia, Cook, Effingham, Emanuel, Evans, Glynn, Jeff Davis, Jefferson, Jenkins, Johnson, Lanier, Laurens, Liberty, Lincoln, Long,

Pierce,
Richmond,
Screven,
