The Georgia Department of Labor (GDOL) has received the “Model Agency Award” for Excellence in Human Resources from the Georgia Department of Administrative Services (DOAS). The agency achieved a 97.6% score, the highest among all Tier 1 agencies evaluated.

This award recognizes GDOL’s leadership in human resources, its compliance with regulations, and its workforce strategy aimed at improving service delivery throughout Georgia. The recognition comes as GDOL is undergoing significant changes to modernize its operations and focus on providing responsive services.

Georgia Labor Commissioner Bárbara Rivera Holmes stated, “Behind every service we deliver to Georgians is a team of dedicated professionals who make it possible. As we modernize our systems and reimagine how we serve workers and employers, this recognition reflects the leadership of our Human Resources team and the culture we are building – one where talented people can grow, lead, and deliver meaningful results. GDOL’s workforce is the catalyst for this transformation, and when we invest in our people, Georgians feel the difference.”

The DOAS HR Assessment measures how well state agencies follow human resources laws and best practices. A Tier I designation indicates strong compliance and an approach that prioritizes employees’ needs while reducing organizational risk.

The assessment also helps agencies identify areas for improvement by offering feedback on their HR programs and comparing them with other executive branch agencies across Georgia.

Lee Rudd, chief human resources officer at GDOL, said, “We are proud of this achievement, which reflects our commitment to strong HR practices and continuous improvement. By combining best practices with data-driven decision-making, we are cultivating a high-performing, engaged and future-ready team.”

Latatia West, program manager at DOAS added: “We value our partnership with the Georgia Department of Labor and commend their HR team for achieving the ‘Model Agency Award.’ This recognition reflects GDOL’s strong commitment to excellence and it should be specifically noted that among the Tier 1 agencies, the Georgia Department of Labor had the highest assessment results at 97.6%.”

This award supports GDOL’s ongoing efforts to build a workplace culture focused on employee empowerment. It highlights that progress within the agency relies on effective people management strategies.
