Keith Perry, Georgia’s chief development and cloud officer, has been named a recipient of the 2025 State Technology Innovator Award by the National Association of State CIOs (NASCIO). The award recognizes individuals who have made significant contributions to state technology through best practices, adoption of new technologies, and improvements in service delivery. The announcement was made at NASCIO’s annual conference in Denver.
According to the Georgia Technology Authority (GTA), Perry has led efforts to transform the Office of Application Development into an organization focused on digital innovation that serves citizens. “His collaborative, secure-by-design approach has positioned Georgia as a national leader in responsive, sustainable, and citizen-centric government IT,” GTA stated.
Perry established a strike team dedicated to delivering scalable, cloud-first solutions aligned with key state priorities such as legacy system modernization, enhanced digital services, and improved cybersecurity. Under his direction, GTA migrated essential systems to realize cost savings, developed secure data exchange platforms, and updated applications for better accessibility and efficiency for residents. These initiatives have resulted in reduced processing times and expanded access for underserved groups while achieving measurable financial savings.
Additionally, Perry contributed to workforce development through a cloud academy program and played a leading role in strengthening cybersecurity compliance measures. He was also instrumental in developing Georgia’s artificial intelligence innovation lab.
